Despite the situation with the Charlottetown Sureth kept to his schedule and agreed to meet with Shep, the former freighter skipper.

" So are you a Ferengi Daimon?" Sureth asked as they sat down on a bench.
" Not exactly. I am a legitimate businessman Commodore. Here is my card." Shep replied.

" Shep a Legitimate Businessman. The card speaks for itself. My question is what business?" Sureth replied.

" Bazaars, intiquities etc," Shep first said.

" In order to make a prophet you have to give the masses what they want. I run honest gaming and entertainment venues. Music, circuses and even death defying shows. I can put Starbase Mercury on the map Sureth." Shep replied.

" We are on the map. I am afraid the local hosts have to approve any gambling houses. This may take a while Shep." Sureth replied.

" I will wait." Shep replied.

" Very well but I have other duties to attend to. I will be in touch." Sureth dismissed.

< ONE HOUR LATER >

In order to get the sanction Shep decided to seek out the very ones who would decide.

Shep found his way through the station and spied the Furvian leader Fesra. With much haggle and some finesse the two then met with Kudos.

" A Ferengi businessman. I should say you have the tongue of a diplomat Shep. I agree to the terms. Each of us gets 25% commerce from your business." Kudos recalled.

" I assure you it will be worth your while. My Bazaar's are always successful." Shep promised.

" What is a circus?" Fesra asked
" A venue to exhibit animals and allow the crowds to interact. They are the rave on dovens of Worlds." Shep answered.

" Why Starbase Mercury?" Kudos asked.
" Crowds love a circus, acrobats, clowns…"
" What are clowns?" Fesra asked.
" You will love them, they work the crowd and keep you laughing. On Betazed the 1st House gave me a chalice for our circus." Shep replied.

Fesra paced as Shep's voice changed the more he spoke. Clearly she had reasin to not believe all of his words.

" If you allow the circus on Savai imagine the tourism you will draw? Thousands of off worlders will come to your world. Bringing latinum." Shep stated.

" And diseases . I do not want off worlders coming to Savai." Fesra yowled.

" The black hole is already bringing them lady Fesra. You might as well prepare for their arrival." Shep added.

" We shall see." Fesra replied as she stormed away.

Kudos followed her but slowly.
